PSA for AP Teemo players in regards to the new runes

The Ultimate Hat rune does NOT lower the cooldown on how long it takes him to forage the mushrooms, it only lowers the cast time between setting multiple traps down at once. Pretty lame imo, especially since CDR does lower the forage cooldown as well. The Ultimate Hat rune is effectively useless on Teemo though.
