I feel like Gang plank is slightly on the OP side. His barrels do massive AOE damage and the only counter play to them is well, dodging them or last hitting them.
One of the problems is visibility, its hard to see the barrels in team fights, especially enough to focus them.
I personally think his barrels do way to much damage.

try sandstorm ekko's ultimate. you can not keep track of that ghost anywhere, light on light surface is disgusting.
at least the barrels have a big contrasting HP bar to see. (by that i mean nothing is red/orange) (most blues or browns easily give it contrast. the primary colors of summoners rift)
