Why the fuck is Kennen's ultimate a 120 second cooldown?

He literally needs this to function in any way. He's totally useless in team fights when it's down, and CDR is undesirable thanks to his energy problems and the lack of non-mana items that give it.

Meanwhile, we have Ahri, whose ultimate is an 80 second cooldown and is guaranteed to get at least 30% CDR in any build.

How does this make any sense?
