I think it would be easier to name the ones that are unbalanced.

That about sums is up for me. Not necessarily all of these are "OP" or "Broken" but mostly just have cancerous kits and playstyles. Takes the fun away from the game IMO. These champs need changes.

And Teemo may be balanced but that doesn't mean he is fair.

His waveclear is practically unequaled, and even with mobile champs I find his abilities incredibly difficult to dodge if the Viktor is any good. Maybe it's just me but I don't enjoy laning against him whatsoever.

To be honest I'm not sure if I would call broken. But I would say he's unbalanced in the sense that he is almost unparalleled in farming capacity. It is extremely difficult to keep up with him in cs, and if you can't burst him fast enough you might find yourself behind more than just a minion wave.
