Having 2-3 electrocutes be proc'd on you in a fight means that even as a tank you can tank 500+ extra damage that you generally aren't accounting for in a champions kit

Why should electrocute get delayed just because one teammate used it on you? That doesn't happen for PtA, Aery, Comet, Predator, DH, Grasp, Aftershock, or any other rune in the game.
Also, if you're a tank and you're the one taking the electrocute procs, that's a good thing. You want to take the burst damage, so that it doesn't hit the squishies who can't survive it.
