Why can't we modify our mastery pages during champ select?

I just see no point in allowing us to change our Mastery pages FULLY (like, respec all points, give a new name, even change several mastery pages) and yet not even allowing us to change a single rune in our rune pages.

They Sell Rune Pages not Mastery Pages.

so? That shouldn't affect this matter. If I have 5 rune pages then I should be able to change those 5 rune pages during champ select.
