The marksman item changes is the style that should be followed for future big-little patch cycles

With the changes we are seeing being for the patch after the next, it gives the community more time to see incoming issues for potential larger changes and have more time with a larger base for riot to test out the changes publicly. I think more larger changes could follow that overall style for patches.

A 4 week spacing with the new stuff put in every 2 weeks still. So the overall 2 week rotation is kept but it gives a month of pbe testing to find issues.
