Probably because its not really an issue. IBG Ezreal is probably one of the better things for ADCs, and something they need more of for more of them. Having one viable build path just leads to whoever uses said path the best to be the most dominant. Ezreal stays relevant because he can use a different path well that provides something others cant; More utility over damage.
