what happens?

Do you block the stun and take 1 hit? Do you block 1 hit but take a stun on the second hit? Do you block the whole spell?

I believe Pantheon can only block the AA component of the spell, and that the stun goes through

In the next patch Pantheon's shield will block the stun as well.

As far as I am aware, there is no changes to his shield mechanic... Why because then I would be able to do a dragon again at level 2.

No, the dragon's attacks are counted as spells.

If the suggested changes were to go through, pantheon's passive would not block dragons attacks, it is essentially like trying to block nunu's snowball with your passive.
