So, some thoughts on Eve

Though the addition of Spellbinder as well as the cheaper rabba and reworked items are pretty great for Eve, her core problems have remained the same. The small bit more of whiplash's base damage that was given back hasn't fixed that.

Even so, she still has a harder time clearing early than before the nerfs, and even then her earlyclear speed was pretty bad, the unnecessary nerf to her base % damage on whiplash, when her % scaling on the ability got a massive nerf, is still there, as she's still got a lower base damage than before.

But her biggest problem is that she's a mid-late assassin and needs to farm, but she's horrible at farming both monsters and minions, and easily gets bullied out of the jungle early on. Though removal of Tracker's knife has been a pretty significant boon since it makes champions like Lee less oppressive to face, she still has the problem of having a bad clearing speed.

And her issues with farming stick around from the early game, all the way through the late game, and the nerfs to whiplash's scaling certainly didn't help. A revert to her base % damage on whiplash, or more damage vs monsters, or a partial CD reset vs minions would all go a long way on fixing Evelynn's rare feast usual famine problems.
