Looks like an attempt to pingeonhold her into the support role if you ask me.

Reduce her poke behind minions and buff her W so it's effective on ADCs

lulu relys on her poke so heavily in lane this is gonna hurt support lulu

Bot lane she has the chance to move around more and poke from the side with the bushes and her ADC usualy being the center of attention when it comes to poking down someone, but in a solo lane she NEEDS to stay behind her wave. If she moves around it to directly engage her oponent she'll lose.

Notice the slow duration increase no longer scales with levels. Less incentive to max it early so we can prioritize Whimsy for the duration or Help, Pix! for shield strength.

The Q change is to help ensure that solo lane Lulu doesn't take the rest of the buffs and break the game in half by being impossible to lane against. She can still poke just fine, she just has worse waveclear and can't farm AND poke simultaneously without giving up poke strength.

As a Lulu support main, I'm quite pleased with these changes.
