PSA: An item is only broken if it is very powerful on 100% of champions who buy it.

^ The problem lies with the champion, not the item. If a champion utilizes an item(s) to effectively (as is the case with azir, yasuo, and gnar) then the champion in question needs changes. Not the item. If bloodrazor kogmaw is far to strong, then that is an indication that kogmaw with bloodrazor is to effective, not that bloodrazor is to powerful on its own.

Nerfing an item because of a champion is putting the cart before the horse, especially if some other champions rely on it simply to be viable (as was the case with old cinderhulk; some champions would abuse it because their kit let them stay in the fight for MUCH longer than was intended. this led to cinderhulk being nerfed dramatically and closing the curtain on several tanky junglers who otherwise flourished).

Disagree.

An item is, in fact, broken if it is either too powerful on a good amount of its intended and synergistic users (i.e. why Rylai's will see significant changes come pre-season) or if it heavily warps the way the game is played, in a way that is detrimental to the game's health (i.e. Zz'Rot earlier this season, when it made splitpushing tanks very strong and put heavy pressure on the champion pool towards champions that were able to clear the portals efficiently).

Locket of the iron solari is not a powerful item. It is a utility item with sub-par stats in everything but health. it is purchased for the aura and the shield, not much else.

I slightly disagree. It doesn't have to be broken on 100% of champions. Obviously if it is only broken for one champion than its the champ not the item, I'd put the break somewhere around it being broken for a class of champions.

Fair enough. I dont think, say, black cleaver is broken because its a huge powerspike on jugs. I also dont think IE is broken despite having a 99% buy rate.

But people claim frozen mallet is broken, that steraks gauge is broken, that zzrot is broken... when the champions who actually abuse the item are few and far between.

The only item i feel is broken right now is item 3142 . It is the best item to rush on any ad assassin and its even the best item for a lot of adc's to rush because it gives better stats than comparably priced items.
