@Reav3 I know Vlad's balance will be looked at, but can you look at his core issue as well?
Vlad has always had an issue 'getting the job done'. People have to stay in range of him and, ironically, he has a harder time with that than the large majority of melee champions. This isn't just a weakness. It almost stops the champion from functioning.
The new rework added to his 'functional unreliability' by also making him mechanically unreliable. He's absolutely going to need things added to his kit that will allow him to enable his own kit. Currently its all in the enemy's hands what Vlad is allowed to do.
The first place to look would be his MS buff. Right now its pathetic. At the very least, it should last the duration of his Q CD, capping at 3 seconds. Why so long? Because the MS buff is extremely low as well, and any shorter and it just becomes a laning tool (which Vlad doesn't need all that much).
Currently, everything about Vlad screams teamfighting. Hell, a huge portion of his 'power budget' was put into his ult heal, which was a huge teamfight buff. However, Vlad, ironically, has never been stellar at teamfighting because he can never get where he wants to be. I would rather trade that heal for an on-cast slow, tbh.
Vlad doesn't feel good since he can't do anything because he has nothing to get in range and no way to keep people in range long enough for him to make anything happen.
The only time Vlad feels good is when you're playing against people that have no idea what they're doing. That's not good champion design, and it needs to be changed.
**TL;DR: The new rework made Vlad mechanically unreliable when he was already functionally unreliable. Due to this, he'll still either be too overbearing or too unreliable to be worth using. If tools were added to his kit to make it more self-enabling, he wouldn't have these issues because he could actually make plays, rather than just follow-up on extreme mistakes that people might never make. **
And yeah, I realize he'd eat nerfs if he got tools to enable his kit, but I think he'd be in a better state of balance and actually be allowed to be viable.
