Because I'd rather have our cancer assassin be able to dive on and kill adcs critting us from an unreachable distance especially when armor pen builds are pretty much the only builds that exist now.

Getting rid of Cancer requires getting rid of Assassin burst.

Assassins are supposed to burst and they want to change that. Fucking lol. Exhaust from the shitty ward bitch already hard counters an assassin trying to punish an adc and you will even see mid laners with exhaust. Trying to carry a game as an assassin is impossible if there are 2 exhausts.
