When is Viktor getting his balls castrated?

So veigar gets his tiny evil balls cut off but viktor keeps his 0 skill lay down stun that slows (gives VERY LITTLE TIME for reaction) pulls you back to center then stuns you for 2 seconds and then uses his broken Q E combo that takes your entire health. But NO veigar gets a stun that took SKILL to land properly and his Q and R gutted. HIS ULT that was REQUIRED to 100-0 people gets fucked in the ass. But Viktor keeps his Q + E combo that takes pretty much your entire health.

His w takes so much skill, gives so much room for counterplay and any mobility gets you out of it, laser can be dodged, or at least the second half dodged easily so does less damage than it used to, q is a two part spell and requires time to execute. His ult requires a long time to be active to do a lot of damage.

He also has no mobility at all, spells are relatively expensive, and missing his laser costs him any fight. He won't be nerfed.

Lol as a Viktor main (poor one at that) he doesn't need a nerf. He is a skill based champ. If someone doesn't know how to play with him he will feed, but if they are good.... man they are GOOD. A good Viktor has no counters.

His counter used to be Veigar, but he got his balls crushed. The difficulty used to be that veigar had a longer range stun, it was one of those "We can both fucking murder each other in a blink" but veigar had a longer range stun. Basically a farm lane

Viktor's stun requires you to stand in his slow field for 1.5 seconds. If that's "very little time", you probably shouldn't be playing this game, as you won't be able to react to anything in it. For reference, Veigar's W falls faster than Viktor's E stuns.
Viktor's stun lasts 1.5 seconds. Veigar's stun lasts 1.5 seconds with one level in it, and scales up to 2.5 seconds.
Congradulations, you fed Viktor, and now he uses his E and Q to kill one person on your team. The rest of your team can kill him now (unlike some other champions). Alternatively, you could build magic resist.

You're not making a good case for why Viktor should be nerfed. Yes, Veigar got nerfed in a way that hurt his identity, but that's not really a good reason to call for nerfs on other champions.

Your champion just needs some semblance of mobility and they're fine, it also has to do whether or not you're the type of person to see the trap on your character and instead of run out of it runs further in effectively killing yourself.
