I asked our ADC several times to purchase Mortal Reminder during one game (where the enemy team had Mundo and two tanks/fighters) since they were the only one who could efficiently itemize Grievous Wounds at that point in the game. They didn't bother.

Even just an Ult remake would help a ton.
A shield that cleanses debuffs on cast would be really thematic and serve more or less the same purpose as her current Ult while being far less binary.

Needs to be made more expensive.
2500 for the power spike you get it is silly. You can literally go 
and access your power spike from level 9, and stomp everyone in the game from there as you outscale them. Same for

It's not these champions that are the problem, it's the fact that
It isn't even strictly Rageblade that's the problem.
It stacks too quickly on melee champions, allowing Irelia and Jax to stack it incredibly fast while sticking to their target. With Kayle, the problem is that her Ult allows her to charge it up with impunity even if she gets focused.
Make it require 8 auto-attacks on everyone, but make the stacks drop off one at a time instead of all at once.
Then dumpster Kayle until she gets a remake. She's been dominating the game long enough.
