Lux can get two shot by a fed assasin, and once her snare is dodged, she's just done. Like many other champs, she requires skillshots to function. If her abilities were point-and-click, then yeah, sure, say whatever the hell you want.
I have more than 110k points on Lux. Which means I've played her not as much as Annie Bot plays Annie, but still a shit ton of games. Give me some credit. :p

Range is as much a safety net as mobility. Sure, Fizz may be incredibly safe in lane with his E. Meanwhile, Lux can achieve far above the average farm from her turret with a double shield and a snare to deter enemies from diving her.
Couple this with the fact that she can literally toss her E out and walk away, leaving it there for 5 seconds before detonating it when she feels it's most opportune, and she honestly sees little to no predictable or long periods of time where she will ever leave turret. That doesn't mean she doesn't have her counters or can't get her shit dove, but she is, by the definition of the game, incredibly safe as a champion.
This also means that for teamfights focusing her is ten times more difficult as you first have to even get to her - if you have an appropriate team with a solid frontline, an enemy Lux can basically be untouchable since her effective E range is about 1275 and her Q is 1175. Currently, only two mid-lane champs have basic abilities that outrange Lux - Xerath and Varus. Both, however, require their abilities to charge up and they're made easier targets in the meantime. Lux can just throw and leave.
Do not confuse lack of mobility for a lack of safety - mobility is not the only thing that plays into that.
