Why hail of blades?
Why take hail of blades when lethal tempo exists and you can just choose the red tree as your secondary runes?

Because Rito has no idea what they're doing anymore
Because some champions need a fast attachedck speed instantly to get use out of it. It also scales better.

it just seems redundant to me. Like the red tree are most likely going to be taken by assassins and assassins are going to want to burst champs down as fast as possible. Like why would
or
take it?

Think of it in a more 'who benefits more 3 quick auto attacks then a larger, slower number of auto attacks'.
E.g. diana is great with it. Morde is also strong with it.

every champion with a 3 hit passive or similar mechanics probably makes decent use of it.
but overall, i think riot intended it as a poke keystone for marksmen, to synergize with
basically you go in, get 3 really fast auto attacks off and back out.
might also be useful
to get the initial 3 hits of his q off a lot faster. im not a morde main and havent tried it, so cant say much about it.
