Idea for Fixing current rune system

Runes are condensed into very specific groups for their specific strengths. Marks (reds) get all offensive stats, so the only runes that are marks are AD, Penetration, AS, Crit Chance and Crit damage runes. Seals (yellows) get defensive stats, so the only runes that are seals are Armor, health and health regen. And Gold generation for some odd reason. Glyphs (blues) get all magic/ability stats, so the only runes that are glyphs are AP, mana, mana regen, energy, energy regen, CDR, and MR. And Magic Pen. Quintessences (Purples) basically stay the same.

Rune costs are dropped by 30%

Rune strength is increased by 30% so that choices of what your "strength" is based on rune choice becomes more meaningful. Scaling rune strength is increased so that at level 18 they are 3 times as strong as a flat rune. % health runes are buffed so that they can be a logical alternative to scaling health without having to break 4.5k health.

Rune combiner is changed so that you can only combine runes of the same type. Aka, marks can only be combined with marks, glyphs with glyphs, etc. When they are combined, they will give a rune of the next tier in the same rune group. Aka, combine 5 T1 marks and you will get a T2 mark. If you combine 5 of the same rune, the rune you will receive will always be the same type of the runes you combined. Combine 5 T1 AD runes, get 1 T2 AD rune.

  1. Remove Tier 2 runes
  2. Make Tier 1 runes free

This addresses the "new account/player" issue with IP costs. A new Level 30 account is at less of a disadvantage with a full set of Tier 1 runes (against established Level 30 players) than having zero runes. It also allows new players to familiarize themselves with runes at no cost as they level up; new players don't "waste" IP on inefficient/non-ideal runes while leveling up. Players can focus on spending IP to unlock champions, or conserving IP for Tier 3 runes upon hitting Level 30.

what if you're playing a champion that doesn't focus much on magic/abilities (lookin at you aatrox), so glyphs are left almost entirely useless?

MR/CDR

I think that the fact that you can go 100% in a single rune direction atm (aka, full AD, Armor, MR) and have it be effective is incredibly stupid
