Why people were quitting after URF.

I've been playing ARURF on pbe all weekend last weekend and during the week. The point on why ARURF and not URF? I personally believe that you're hosting this game mode way too long when you do host. I personally believe that if you did URF for like 1 day, peopled wouldn't get burned out from league. Saturday works best for most people, so one saturday like every 3 months would probably keep players from quitting the game.

People would never quit if they never got rid of URF.

I think you're half right, half wrong with your solution.

When URF comes around, people binge on it, and binge hard. It's a combination of being fun and not being around for too long, so they squeeze as much out of it as they can. At the end of that, the regular game feels clunky and slow, and they're burnt out from their binge playing, and they just walk away from the game.

So rather than go for a very short availability who knows when, make URF less binge worthy. Have it be open for 4 weeks instead of 2 weeks, and have it come at regular intervals that people can plan/expect it to be available (and pro tip: please don't schedule URF for exams weeks...). That would make it less of a "I've got to get all the URF now!" and make it more of an "I can take my time and enjoy this" experience.
