Can I get some detail clarification on this ability? Does it have a cooldown? And since it only affects hard CC, I suppose that's restricted to: Knockups, Stuns, Suppresses, Displacements, Hooks? Am I missing something?

Snares and Roots as well. Rioter said it has a decent CD.

what about a multiple person CC? like a malphite ulti catching a bunch of people?

That'll work just the same, Meddler said the shield is based on how many enemies are around you when you CC and not how many you personally CC.

Apparently it scales with the number of enemies around you when you hard CC.

Cooldown is 30 seconds.
