I am just really curious since most of the time when playing Bard, you usually use his E once per fight, and lowering it's cool down is a pretty small, almost meaningless buff. The cool down also wasn't lowered enough to make it used multiple times in a fight as well in my opinion until Late Game with 40% CDR.

I agree. Its hilarious. However, it still confuses me slightly since out of everything to buff, they chose that.
