How useful is the new Banner of Command?

I don't know of many champions that will ever or really consider building this item in the game. It's counter part was great for defense in team fights and still is good. But banner used to be about Having ap to still be useful as a support well helping with lane pressure elsewhere.

The problem is zz rot does everything it does better. zz is going to 120 seconds too, but its going to do 3x the damage it used to for lower health. Why Would I consider building an item that will give me less useful stats and active. 400 mana and 10% cdr is nice, but it's certainly not the reason you would build it. Especially if I can puppy guard it or force an enemy team to separate from their team to half to destroy it offering my team a better team fight.
