Does Riot consider Ghostcrawler and CertainlyT's design philosophy a problem?
Is it okay to implement damage creep and create toxic champions with intent?

No
CertainlyT literally made Supports a class people didn't despise getting. He created Thresh a champion that made Riot rethink support champions and the role is now not considered the least desired role. I know he has messed up, but that alone has made him worth having at the company.
Legit wondering why these two are allowed to wreak havoc then?
Your definition of havoc is other peoples holy shit his champions are great designs. His champions aren't just you lose because you don't outstate someone you lose based on the plays you make.
Their designs follow the League vision of progressing skill levels and challenging all players, even pros, to learn new techniques. Like it or not..... boring champs get braindead to play, and then the only real decision a player needs to make is nonmechanical. When to play with team. Where to ward. When to split push.
High skill curve champions are far healthier as a "sport" than ham champs who can do well even when a player sucks.
His champion releases often have "Wow, this champ is super cool!" in exchange for "Wow, this champ is really well balanced!"
