@Reav3 - Why does Evelynn's Whiplash apply on hit effects?

At current, there are a very rare couple of items that she would be interested in building that add AA on hit effects. Since you've given very logical reasoning for why you're moving her away from AD scaling, a good majority of those items that have on hit AA effects become pretty useless on her. This leaves only item 3145 item 3091 item 3057 item 1416 item 3100 item 3115 item 1043 that she can really build to utilize this feature, and even then, the Revolver loses it's on hit effect when you finish any item with it, Recurve Bow, Wits End, Bloodrazor, and Nashor's Tooth don't really work well AT ALL on an assassin who needs to be focused on burst and not attack speed, and Lich Bane, while being the only item that flows into a build of hers, is incredibly hard to get mileage out of in regards to the ability. If you guys are not intending to retain any kind of diver build tendencies, can we remove this awkward on-hit addendum to Whiplash and put something else in that will actually benefit her?

I'm more curious as to why none of the new splash arts actually look like the in game model. I know a lot of ppl gonna be salty she doesn't have a more human skin tone and blonde hair on that tango version~ False advertising Rito~

First of all, this is unrelated to my post. Second of all, read Surrender at 20. This issue of yours has already been addressed.

It's related to Eve tho your almighty highness of thread response righteousness. I'm glad they fixed it :)

She's a jungler conventionally, so it seems to me that the extra on-hit procing is useful for the nail part of item 1041 item 3706(and the other jg items) to assist in her early jungle clear.

Assassin's aren't meant to burst their targets down. They're meant to pick targets off. For most of them, that means insane burst on squishy targets, but the role is more than that. Old Poppy was an assassin through her ult that focused on dealing damage to a single target and ignoring everyone else.

The grouping has become less about that because of design decisions around the popular assassins wanting to make big plays and instagib people, but a Diver or Sirmisher with target isolation mechanics is just as well an assassin.

This is why Camille and others have been classified as assassins in the past.

How Evelynn fits into this is through her Ult being designed to pick off low-health targets, and her W charm isolating a target.

To that end, item 3091 stealing 10 MR quickly through its proc and an auto, as well as hate spike empowering her auto attacks with magic damage, would signal that the idea is to hit a target a few times, proccing on-hit effects, and finish off with her Ult.

I feel like if anything, her E should apply on-hit effects twice like her old one to chip away at targets with item 3153 item 1418 to get her ult in execute range more readily.

It's probably there to allow her to squeeze Lichbane into her rotation more quickly.

Also: the 'very logical reason' for removing Eve's AD scaling was because Riot forgot that Skirmishers exist. And that Eve has been a Skirmisher/Diver hybrid from beta on.
