Whenever theres major trouble with the servers, loss prevention is enabled; making it so anyone who loses (and this is mostly important in ranked) doesn't have that loss counted against them.

For ranked 3 things happen 1.) Losers don't lose LP 2.) Winners gain approximately half of the LP they would normally gain (I think? might be a flat value of 10) 3.) MMR gains / losses are still the same as normal.

It means that riot enabled "loss prevented" and people in a game while that happened didn't technically lose.
In ranked this means the losing team does not lose lp.

I believe that due to an error in the ranked servers RITO does not count any losses you get during that time frame.

No LP loss, and no MMR loss.

If you win games, you get half the MMR gains you otherwise wouldve had, and in ranked you get half the LP you wouldve otherwise gained.
