Ryze right now is still insanely overpowered and broken with no counter play whatsoever. And he can perma-root early game still.
With the current kit you gave Ryze you need to completely gut him and then keep nerfing him, he may still be overpowered even then, but honestly he needs a massive rework to be in a healthy spot.

There is more but it would take a while to list every way you can counter him. The issue in its heart isn't the champion, it's that people refuse to play around what makes him powerful because they want to tunnel in on how they want to build/ play. Ryze will crush a chogath who tries to just burst with Q+W and doesn't respect his passive. A nasus who rushes frozen heart for the better CDR and mana will have no chance. A jungler who doesn't camp a champion with no mobility, outside of 80 movespeed on his ult, early game is going to always regret it.
