People that Ragequit but just stay at base without disconnecting
Are they considered AFKers by Riot when reported ?
Just had a match when 3 people did that because they didn't win a surrender vote T_T

Reporting for afk does nothing. Riot leaves this all to the leaverbuster to detect afks and disconnects.
If over 50% of your team is afking because they so badly want the game to be over maybe you should just ff next time.
That's kind of rude.

thats having a baby attitude, if the game requires 4/5 people to surrender, then those are the rules. If you lost the FF voting then you have to keep playing the game, thats no different from other ragequits.
You know what's rude? Sitting in base after the vote was decided, and not accepting the fact that they had to keep playing.

Clearly they didn't "have" to.
Your teammates make or break the experience you have and game (and success). Trying to force people to do something they don't want to do isn't going to get you anywhere good. The best you can do is try to appeal to them or be motivational.
If they don't want to play any longer, to the point where they are sitting in base, accept that fact and deal with it one way or another.
The shoe can fit on the other foot too. Trying to force people to surrender when they don't want to... it shouldn't happen.
They are definitely AFKing by not participating in the game. In past seasons, what some players did was just sit at fountain and spam wards to try and avoid the system from auto-reporting them.
Definitely report those cowards after game.
Riot's systems do actually detect this and will punish them when they are reported for AFK.
Yes. You can and should report them and Riot's system can tell what they are doing.
Yes. In fact leaver buster can detect when people are just moving around in base
Except you had an afk, so there weren't five people.

they were 3 "afk", but they weren't "away", they just were in the shop after the surrender votes failed. So me and the other guy had to play a 2v5 because the crybabies couldn't take not winning the vote.

The point is that they didn't want to 4v5 it and were willing to stop playing in protest of the game continuing and you still forced the 2v5 out of stubborness.
I'm not trying to justify anyone's actions here

they were the stubborn not wanting to accept they lost the vote, me and the other guy just kept playing the game as its intended to.
i think you are not understanding, it wasn't a 4v5, 3 of the guys wanted to surrender so they stayed at the shop just moving around while me and the other guy that didn't want to surrender kept playing, no guy disconnected.
But yes, EVEN if that were the case, it still would not be tolerable, the only legal way they get to protest is by starting a surrender vote.

you need to actually read better... there were no DCs, he said that when the vote failed 3 of his team members decided to stay at the fountain and do nothing because they couldn't surrender. There was no 4v5 to begin with it was a 5v5 all the way through until the surrender vote failed in which case it turned into a 2v5 due to the 3 douches 'afking' at base

Actually he's edited the original post considerably.
Originally he stated someone had afked and when the vote failed the others sat in base. Then I guess he figured out that he can get more sympathy by excluding such pesky details
Almost every game when things get hard in a competitive pvp game get people who afk or just don't help even worse will take farm but fall back super far anytime they see an enemy whether its dangerous or not they dont try to back up anyone and will only come in to a fight if the enemy is already about to be taken down they come in to just try to take kills. Not trying to push lanes should be a far more grave offense than feeding which can happen as a result of trying to make plays and when your allies refuse to help. Although that would require ordinary people to look deeper than the surface to see what the actual problem is there is a reason everyone can't solve cases.
All they're doing this way is avoiding the automatic disconnect for being inactive. It does NOT help them to avoid being detected as AFK, however. Reporting them for Leaving the game/AFK will still get them punished if they keep doing it.
They are classified as AFK, but Riot's system will have a hard time punishing them, especially if they buy and sell periodically (so a soft semi afk). It's really dumb that riot actually has these systems, yet it's so easy to bypass the system.. For instance, you can be super toxic if you misspell words, intentionally feed the whole game but get one kill at the end and it becomes undetectable, etc.
The system still registers them as being AFK. Reporting them won't do anything though, the automated leaver system handles that, although rather poorly.
