You should be able to get Blue Essence with IP

Sugar Momma··3 votes·479 views

I know Riot is working on it but PLEASE hurry up on it. Blue essence is used for getting champions and you can get champions with IP so it won't break hextech crafting itself.

It also won't prevent people from getting mastery without paying (or playing on obscene amount). It'll be a way for people to spend IP who already have all the champs/runes they want.
