Or is he going to continue putting out more burst and DPS than mages while building AD and doing magic damage in higher quantities than them even through MR at almost all stages of the game.
When an ADC can go mid and build AD and not hurt his team because of just how broken they are I think you need to deal with them almost immediately. Maybe start by removing the stupid boost he gets at 6 on top of his spammable ult.

The point is a mage builds AP not AD. You cannot make an ADC that does magic damage and ever balance it. Plain and simple. As long as there are two damage types you cannot have someone build one and do the other on top of their bonuses from the original.
