@Riot can we bring back Karthus as a JUNGLER?

With talk of Riot working on champs that often go to the jungle but aren't doing so well right now, (Fiddlesticks, Nunu, etc) I immediately thought of Karthus since he was once well known as a rather good jungle back in the day. However, with new items that grant spell shields, the difficulty of Jungle camps, etc, I feel it's become rather hard to jungle with Karthus effectively. By chance, is there a way that riot could enhance his jungling capabilities without overpowering his lane presence as with almost every other jungle champ that can go in lane?

My proposition is that his E passive be slightly changed, where killing Jungle monsters will refill a percent of his mana as opposed to simply killing minions to restore a flat amount of mana. This way, Karthus can actually deal with the early game without having to cough up a crapton of mana unless you get blue.
