what if cdr% is either removed entirely or made a niche to extremely select few items (+mastery)?

Here's what i think: remember the times when mages were allowed to hit 800 AP? Their damage was hugely mitigated by the spell downtimes. With abundance in CDR%, their spell downtimes were less of a weakness and that's why balance team ended up nerfing AP stats across the board over time. Removing cdr% from most items would also help reduce CC creep, though im not really sure if tank roles would still be fun afterwards.

I would gladly take 10% less CDR on Trinity to get 5% movement speed on Sheen and 8% on Trinity with 5% more attack speed and 5 more AD.

CDR should either cap at 10% on any item (nerf Morello, IBG, TF, FH) or have it available on complete items only, like they did with Abyssal and Adaptive (nerf Sheen, Codex, Kindlegem, Shroud, etc)

While it's the most interesting stat (allows skill expression : more abilities = more opportunities, rather than "I win this trade because I have more armor"), it's been powercreeped so much lately. Hitting 40% cdr shouldn't be a game goal for every champion.

Certain champions would need to really be reworked, but yea. I'd be for it - overall.

Think about champions like Zilean who literally need to hit 30-40% CDR just to.. be effective.

They would need to add AP (or reduce cost of items) for the items effected. I'd honestly love that for item 3157, please take that 10% cdr away and give it at least 20 AP because 70 is pitiful. Though it personally won't effect my main to much as Anivia doesn't really build any cdr items as her core items, but having more AP for when I build item 3157 item 3102 would be nice.

Also that would include item 3508 as well, since this item gives the most possible amount of CDR.

Just cut CDR in half on all items that have it except for Ionian Boots (and take the CDR off of Ancient Coin because 2.5% CDR would be silly), while keeping the cap at 40%.

Adjust other stats on items accordingly.
