Umm... I think having an item that specifically works against a champion will be broken, obviously. That item is a 100% buy when she is present in the game but then 0% buy when she is not. Huge leap in percent purchase for an item.
That means Quinn will never be played.
But then you have these other champions that are affected. So these other cannot ult? Even if it was a minute and not 4, that will be again broken and make these champs unusable.

His main problem is his abysmal earlygame. He needs 2-4 items to actually hit a decent powerspike, and by that time most games are already decided.
IF an Azir gets to 6 items he's still a monster, but you get to that point maybe once every 25 games.

ScissorsNstuff1 votesbtw a shield is a great counter to quinns damage pattern. That and if you target her during her jump you are going to hit her as ranged, I don't know if it works as melee or not but you can retaliate
