if we cant get full refund on runes in form of IP, maybe give us refund in form of EXP boost

Riot's problem with giving full refund in IP is that many of us would purchase champions with IP instead of RP, costing them significant amount of profit. Veteran players' problem is that they feel the IP they spent on runes is wasted.

Giving out EXP boosts are only going to hurt Riot's profit minimally depending on the degree of leveling reward, and at same time it would make the veteran players actually feel like IP did not get wasted.

On top of that, it makes a lot more sense to give out EXP boosts to veteran players; a lv30 player who started playing since season 2 and a lv30 player who started playing since preseason 7 having same level does not seem right.

I think it should be at least 30% rune costs, even though they said 40% originally. That said, I think EXP boosts based on every ~5-10k IP you spent on Runes pre-s7 would actually be a very good idea. Completionists would get a bigger EXP boost, and therefore more rewards overall for leveling much faster with the new system.

I'd say, out of fairness, that if you had the full rune set pre-s7, you should get enough EXP boosts to comfortably get you to level 50 or even 60, unless the rewards for leveling are absolutely monstrous (like 10k ip/level) in which case you should get as far as your rune purchases got you (e.g. 160k IP = 16 levels @ 10k/level rewards)

Kind of a clunky way of phrasing it but hopefully this makes sense.
