Can we rework galio slightly?

Id like to see a galio change where his Q loses the %HP damage on the tornado and the damage from the wings is moved onto it.

We could easily make his wings not do damage, and make the TORNADO the real source of damage.
It would fix a lot of galios toxic lane bully, while at the same time remove the simple raw damage he has. It would also make it so you cant hit both wings for double damage...

And why? Why does galio need two skills in one that, easily, do DOUBLE the base damage + %HP damage? Why cant the tornado be the actual source of damage and the wing beat just a delay?
