Why are there so many bad players in Silver 1 and Gold 5 games...

I just ranked up to silver 1 a day or two ago... I was having fairly reasonable games with reasonable team mates... skilled at about how I figured they should be skilled for being in high silver... I get to silver 1 though... and its AFKers... Rage Quitters... People intentionally feeding... every lane losing badly... people first time playing champs... teams not taking any tanks... like the list of WORSE than bronze type stuff I see is pathetic... I see better players in bronze I really do... Gold 5 silver 1 is worse than bronze for most games =\
