If 45% CDR is possible in season 6, does that mean 90% CDR is a thing in URF?

... The buff gives you 80% CDR, it doesn't double CDR.

Yea... cus there aren't any problem champs at 80% or anything

80% really needs to be a hard set, there are already stupidly strong champs at 80%, 90 would ne just too much
