if this is garen using his ult against the new champion, its one of the more badass images of him.

Uhhh it's implied Garen is trying to stop Judgment and the chain guy is using it instead.

looks to me like garen is pointing his hand into the direction to smite something that chained him up and is trying to escape.

are we talking about a champion who can steal ultimates?

That’s one of the current theories based on the recent tease. The other images being Lux’s Final Spark, Galio’s Heroic Entrance, and J4’s Cataclysm while all three are chained up as well. Lux’s starts off screen while she’s center screen.

Potentially, if you look at Lux's image she's chained up and someone else is using Final Spark against Demacia.

Also since Garens Judgment cast is typically dropping his sword into the ground this looks more like he's reaching out in desperation to stop the spell. Remember he doesn't know he has magic, let alone how to just activate it with his hand.

damnit. i really wanted to see how theyre developing his story and explain his ultimate in the lore.

maybe get an entire story about it.
