As long as Ezreal exists people are going to find ways to exploit items and mechanics in the game. So many items have been changed or nerfed strictly due to Ezreal.
Jungle Ezreal is proving how both red and blue buff are way too strong early on certain champion and allow certain champions to bypass mechanics that are meant to keep them gated(IE early game mana).

I mean bottom Ezreal really does need some love, Ezreal does need buffs not nerfs.
The entire problem with jungle ezreal is the level 2-3 Red/Blue buff cheese.
