Every post so far I have read, everyone is saying his W passive does %HP damage to the target at any time. NO it is only against targets with 30% HP or lower

TahmKench Expert8 votesHis combo has enough components to just get you down to 30% before he uses that. It basically is there to protect him when he puts all his spells on cooldown. It makes it harder to turn on him even if you managed to eat his combo. It's unnecessarily shitty.
