Spell Vamp; Quick Suggestion

Spell Vamp, and advanced Spell Vamp like Will of the Ancients, has one majour flaw: it is reduced from area of effect abilities where mages have area of effect abilities. Spell Vamp is ability based meaning it is restricted by cooldowns so even if the AoE restriction was NOT there it is still weaker than Life Steal since Life Steal has a much higher DPS, but removing the AoE restriction would have the stat more viable on more mages. Single target spell casters are more than likely an assassin, hence do not need spell vamp since it is a kill or die scenario, so backline mages would be the only class that would take spell vamp.

Right now I would buy Spell Vamp on Malzahar, Brand, and Vel'Koz. Why? Well Brand and Vel'Koz do not have reduced Spell Vamp on their passives and Malefic Visions is single target for Malzahar so they are champions where Spell Vamp is not dead weight on, but still not ideal.

Being resource and cooldown based is enough restrictions to Spell Vamp that it does not need reduced healing for being AoE where all backline mages are AoE; especially after the % value has been reduced multiple times over the years.

Spell vamp is reduced on AOE abilities so that champions like Mordekaiser, Vladimir, Katarina, and Kennen (all of whom have no mana costs) don't use it to become immortal in lane.

which have single target spells - kennen has not gone spell vamp ever since wota no longer had an AP and spell vamp aura; katarina stopped going spell vamp ever since gunblade was no longer busted overpowered- mordekaiser does not go spell vamp since the mistake changes which should have never happened- Vlad Q is single target and his E increases healing effects--- so your logic is saying we gimp a stat because of one champion

You are saying Kat, Kennen and Morde don't use the CURRENT WotA. I'm telling you that if WotA healed fully from AOE effects (Kennen's W, E and R, Katarina's Q, W, and R, Morde's W and E, Vlad's W, E and R) then they would all be broken.

Having it full would be pretty crazy, why they'd almost be able to compete with ADC's for sustain!

1/2 effectiveness on aoe for spellvamp would be enough to make it viable, but more than that would really shift the power of mages.

Life steal will always be stronger even on lower values since there is a much higher DPS to them and it doesn't require a resource to perform-- not only do mages have to get through the resource and cooldown barriers, but after that the value is greatly reduced, and then what happens if they have grievous wounds applied to them with a value that is not even noticable

ADCs won't be able to stand in a minion wave and throw one AoE spell to get back to full

You underestimate how much damage AoE mages can deal. ADCs have more dps against a single target, yes, but against a group, mages often deal more dps if you add up all the damage they deal.

Don't most people hate those big damage AoE poke mages like Lux right now, since she can do like 1/3 of their health in one it at huge range, and possibly kill just in one combo if her q lands? Well guess what, if she could 1/3 health an enemy in one hit, then what would happen if she did that to a minion wave? Assuming she can hit all 7 minions, she could gain 24% of that much damage (after the 4% from masteries) from each of the 7 of them. So 7*24% = 168% of that much damage healed. So if she could 1/3 health an enemy in one hit, then just with WotA she could regain 56% of her max HP just in one hit of her AoE spell against a minion wave. Probably even more from her ult. Of course this is approximate but you get the idea.
