If your requirement is 700AP and only one attack, Nidalee can't do that, either. You're referring to her Cougar form Takedown [Q], which maxes at 225 + 187.5% AD + 90% AP only if the target has less than 1% HP remaining.
If she's built as a mage, she probably has no bonus AD. Her base AD is 107.4. You chose 700AP.
225 + (107.4 x 1.875) + (700 x 0.9) = 225 + 201.375 + 630 = 1056.375.
If we assume one of her items is a Lich Bane, we can add 75% AD + 50% AP to that.
(107.4 x 0.75) + (700 x 0.5) = 80.55 + 350 = 430.55
1056.375 + 430.55 = 1486.925
Even with Masteries, that won't reach 1700.

Care to link a VOD with a specific timestamp of a pure, single Q? I can guarantee you that you're misinterpreting what you saw. First, I know Nightblue3 wouldn't have taken a Lich Bane while jungling. He prefers Iceborn Gauntlet, so that's a few hundred damage potential removed from the equation.

Let's assume that the attack in question occurred at full build and level 18.
Now let's apply those numbers to an unhunted Takedown.
Base Magic Damage: 90 (+75% AD) (+36% AP) Maximum Damage: 225 (+187.5% AD) (+90% AP)
I don't know for sure if Dragon's Dominance stacks additively or multiplicatively with Masteries, so I'll stack them additively for the larger effect.
Total damage: 1252.319355 x 1.2 = 1502.783226
This is still below 1700, and potato jungler was at full build with an elixir.
So again, Nidalee can't do what you say she can do with a single Q under those constraints. Can she hit that 1700 mark? Yes. However, she needs to have that Hunted bonus.
Hunt Bonus: If the target is marked as Hunted, Takedown deals 33% increased damage. Hunt Maximum Damage: 13 / 67 / 167 / 300 (+250% AD) (+120% AP)
Since nobody but Nidalee can mark a target as hunted, that requires 2 hits, at minimum. That damage is also only against a virtually dead target, so it's pointless. A full health target only takes 2/5 of that damage.

also poppy has a similar thing but also gets a trinity force proc , unfortunately hers is capped like most percent damage attacks versus monsters

Baron, Dragon, and minions all have time-scaling HP with no hard caps. Nashor hits 19900 at 75 minutes. Dragon hits 19960 at 69 minutes.

Depending on how much life Baron/Dragon has, Fizz can achieve that with his W, so can Amumu.
Veigar as stated can do that.
Nasus can do it to a whole swathe of monsters and minions with about 1050AP.
Shyvana, Hecarim, and Aatrox can do it with about 1100 AP and their ults.
Chogath can do it with his Q with 1400 AP and it's AoE. He can also do it as true damage with his ult and 1000 AP.
Tryndamere can do it as physical damage with his spin if he gets enough AD/AP combined in an AoE. (This requires a HUGE and impractical investment, obviously)
