Was Diana's Q being sped up intentional?

After playing her for a while, I've realized that her Q missile speed is faster than it should be, which is likely why her win rate is so high at the moment.

Was this intentional? It's virtually impossible to dodge from anything but absolute max range, which is making her extremely broken and nearly impossible to play against.

Yes, and the funniest thing about it was that they listed this massive buff--making her Q 50% faster--as a bugfix
