Velks is so much fun in ARAM though. You can put all of the split markers in walls and kill people without them ever knowing what happened.

Plus you can spam any of his actions to make him do the 'come at me' dance.

Didn't someone win lane against Faker's Azir as Vel'koz before he was buffed?

Pretty sure everyone has agreed nearly unanimously, that Vel'Koz was always good; just immobile and skillshot dependant, which makes him somewhat tricky to use against high mobility champs, works fine otherwise.

That said, don't see nerfs happening; he deals high damage thats somewhat difficult to itemize against and is a great teamfighter, and thats about it.
