Can Lissandra get a new passive in this mage update?

I dont think Velkoz needs that much of a change , nor Malzahar , im okay with the rest , but i read they are planning on changing Syndra too , why work on champions who are already good while there others who actually need this work (Lissandra for example , they are not giving her anything )

Actually, I think it's pretty solid.

Vladimir really needs it. Zyra could definitely use it. Cassiopeia could use it. Malzahar is outdated and could be better. Brand is outdated and is slowly turning into an abuse champion for on-spell effects, like Warwick is for on-hit. Vel'Koz is overall ok, but I agree what they say when they say his output is too much about just damage.

It kind of fails to represent her as a character tbh.

Though honestly, I think she's fine.
