Let's talk Bard.
Let's talk about his little companions - Meeps - and his chimes.
First of all, I don't know if anyone else is noticing this, but my chimes tend to spawn a LOT in very dangerous places. At points in my early game, I had like 3-5 chimes in the enemy jungle and maybe 1 on my side. Bard is never in a good position to grab those chimes unless his team has a good lead. I saw that the designers said that they'd occasionally spawn in hard to reach places, but my experience seems to have it be a touch excessive. Additionally, the chimes currently don't offer enough reward for their gathering, other than the Meeps. If I take time to wander, I don't get nearly enough XP to keep a steady pace and I find myself behind when I need the chimes to bring me up to potential. This is an awful Catch-22.
That brings us to the Meeps. I feel like due to Bard's pitiful clearing abilities (and the somewhat absurd notion that he's deemed a secondary Mage), his second milestone in the chime collecting should give the Meeps the cone splash effect; this will help his poor clearing/teamfighting, and also help him land his Meep slows on those cowardly enemies. After these essential two milestones, everything else should be pretty much as it is.
EDIT: Something I forgot. I've had instances where I'm in a straight line between me and an enemy champ with a row of minions going perpendicular to us. I've shot my Q, thinking it will pass through a minion in the line and stun the champ behind, only to have the Q bolt completely change direction and hit another minion, instead of passing straight through to the champ. It is my thought that Q should have champion prioritization so as to assist in stunning in tight quarters with minions.
TL:DR - Chimes spawn in enemy territory an awful lot. Chimes don't feel rewarding, they feel gating, especially for the effort you put into the hunt. The second chime milestone should make the Meeps have the cone splash to help Bard land his slows and give him some marginal AOE with just a few chimes.
PSA to ADCs: Learn support classes. Know what they do and how they do it. It makes you a better ADC. If I'm Bard and you see me make a ball of light near a turret when you're nearly dead, don't stare at it and farm near enemies like you're clueless. Grab it so you don't die.
