Talon nerf

Hi, so i just saw the recent pbe changes to talon. So first of all i'd like to say that these are not the worse nerfs he could get, so yeah at least there's that. Regardless are these nerfs really necessary? His play rate is now dropping since the hype about duskblade is fading, plus his winrate isn't that high, it's still lower than pre-duskblade. This will probably hurt his early mid quite a bit (and that's one of the champion's strenghts) and history has shown that talon tends to be forgotten post nerfs if this change goes forward. Could he at least mantain his lategame cooldown at least (55 secs.)?
