Instead of malhazar ? why don't we focus on Scarner and Yorick?

Q no longer slows,his E is pretty good CC but it slows down when hitting stuff,if you can hit it which later becomes easy it slows and if you AA stuns,and you can use chilling to add onto the slows,and make yourself faster no great damage? he has great damage if you don't go ,skarner works as full tank or semitank something along the lines of (as it costs less then 2 high armor/MR items but works just as well in late game) which can be used for the damage and the active to replicate chilling smite into anything you want past that really, ... and his W gives a movement boost
