to be honest if sylas was ad he'd probably be god tier broken. i think riot realized that and turned him into ap. ap champs at maximum level won't ever be as broken as top tier broken ad champs. compare release xin zhao(ad)/release rengar to say release leblanc or release fizz. all of 4 of them were broken on release. but the xin zhao and rengar were much stronger since they were ad would destroy multiple targets at once. while fizz and leblanc at their strongest could take out at most 1 target guaranteed.
just to remind you if sylas were ad he could go bruiser and abuse his ult even more so then he does now. imagine someone capable of using karthus ult(or any ult) but being ad tanky mobile with self gapcloser sustain shield and escape and his own form of personal hard cc? would that sound fun to play against? no it'd be broken. sylas being ap allows riot to get away with some things on him.
