Zyra: her plants basically tank everything. Heimerdinger: Same as Zyra, if he starts Turrets. Rare encounter.
As a jungle main, I would probably say Zyra is the best leash you run into, in the current meta. Just gotta remember to hold your last auto for when the camp is low.

I say either Caitlyn or Kai'sa. Their passives knocks a fair chunk off of those guys.
Its a complex question because every champ offers different potential when it comes to leashing..
Enchanters can keep you from taking damage, or heal off the damage you took.
Tanks (ali, braum, Leo) can tank or CC a camp to deny damage being deal to you
Control Mages (heim, Zyra) can spawn units to tank aggro entirely, and melt the camp, infact so fast they're at risk of stealing it.
and of course, some junglers are just really good at doing camps so it hardly matters who leashes them they're usually really healthy and fast at taking it anyway. Even if you put said junglers in another position to leash for the actual jungler, they're still going to give strong leashes or they're going to do very little in comparison due to starting items mattering.
Would be hard to pinpoint what the definition for 'a perfect leash' would be; the healthiest level 1, the fastest level 1 leash, the most consistent level 1 leash (since we can imagine with enough practice everybody can have a healthy and fast level 1 if done properly), smite involvement?, etc.
Zyra or Heimerdinger. the rest aren't even close.
Guardian will proc on Jungle monsters.
If you happen to have a laner who brought smite, obviously that's the best leasher.
Champions who have good jungle clear themselves, probably leash well, too.

The first time I saw a shaco start the buff with all the boxes outmy eyeballs shot out of my head. Anyone saying a different champ hasn't seen Shaco lay three boxes before the buff comes out. You blink and it's gone.

Arguably any tanky champion that can absorb the full leash without effecting their laning phase by much.
In terms of fastest, a shaco who puts down a few boxes for you would be good lol

How are you defining "best" in this situation? Deal the most damage to the buff the quickest? Just to clarify. (Because you could mean healing, and then sona or a similar champion would be your best bet.)
The fastest leash in the game by a large Margin in my experience is kog’maw. Because his w damage doesn’t have a cap

Shaco with a few boxes is gross.
In my opinion, enchanters give the best leash. Because it leaves your jungle at or near full health after one camp, making it so they can safely clear their other camps without fear of invade and/or provide an early gank because they have the resources to do so.
the plasma proc is so strong and it's the right amount of time.
with summon Aery (as a Support is how I play him) he gives you attacks speed, has an empowered aa that’s deals a ton of damage, and you get shielded so you take zero damage from your first camp.
